Region Alert assesses that the 13th UN World Urban Forum concluded at the Baku Olympic Stadium in the Sabunchu district on May 22, following earlier disruptions from heavy rains and flooding. Concurrently, the State Agency of Azerbaijan Automobile Roads is advancing 26 major road infrastructure projects across Baku and the Absheron Peninsula, which will impact local traffic patterns. In the Nasimi district, political tensions remain elevated as imprisoned journalists Hafiz Babali and Fazil Gasimov continue their hunger strike. Defendants in the Meydan TV case have also threatened a dry hunger strike if barred from speaking in court. Meanwhile, the Supreme Court formally rejected the appeal of researcher Bahruz Samadov. Outside the capital, mine incidents in the Kalbajar district resulted in eight fatalities and 43 injuries. Regionally, the US-Iran conflict continues to threaten Caspian supply chains, with the US intercepting 89 commercial vessels linked to Iran. As anticipated in prior reporting, the Baku-Tbilisi passenger train will resume service on May 26, providing a critical alternative travel route with fares starting at 81 AZN. The Azerbaijani Consul in Tabriz was tragically killed in a car accident, adding diplomatic strain. Baku-based personnel should anticipate localized traffic disruptions in the Absheron and Sabunchu districts due to ongoing roadworks and WUF13 departures. Avoid the Nasimi district court areas due to the potential for spontaneous gatherings related to the high-profile journalist trials and hunger strikes. Utilize the newly reopened Baku-Tbilisi railway for regional contingency travel.
