Georgia Intel: Tbilisi Protests & Russian Pressure

Region Alert's Georgia Daily Sitrep assesses the Region Alert Threat Index at ELEVATED as of July 28, 2026. On July 24 and 25, Georgia experienced two massive nationwide power outages that halted the Tbilisi Metro and railway services. The State Security Service has launched a sabotage investigation into the blackouts. Concurrently, the EU sanctioned Russian energy giant Inter RAO, the majority owner of Tbilisi's power distributor Telasi. The National Bank of Georgia confirmed local banks will continue servicing Telasi in GEL to prevent further grid collapse regional media. Political tensions escalated on July 26 and 27 as police arrested at least 11 protesters outside the Tbilisi City Council. The demonstrators were detained for holding banners with obscenities directed at Georgian Dream founder Bidzina Ivanishvili regional media. Simultaneously, MMA fighter Giorgi Kartvelishvili announced the formation of a 'people's movement' to defend traditional values. Civil society groups like GYLA warn this is a state-sanctioned vigilante group ('titushky') aimed at intimidating opposition and NGO staff regional media. The convergence of critical infrastructure vulnerabilities, EU sanctions on Russian-owned utilities, and the formalization of vigilante groups creates a highly volatile operational environment.
