The security environment in Khatlon Province remains HIGH. The primary concern is the escalating US-Iran conflict and its regional spillover. On April 16, Avesta reported that Russia evacuated 27 Tajik citizens from the Bushehr nuclear plant in Iran. This follows the failure of US-Iran negotiations and the start of a US naval blockade, which is causing severe logistical delays across Central Asia/RL on April 14. Severe weather poses an immediate operational threat to NGO staff. On April 16, Avesta warned of heavy rains, dust storms, and mudslide risks in Khatlon Province through April 18. Staff should suspend non-essential travel on the Muminabad-Kulob road until conditions improve. Military activity remains elevated near the Afghan border. On April 15, Asia-Plus reported that Tajik forces completed drone warfare drills at the Harbmaidon training ground in Khatlon Province. Additionally, local crime remains a concern following multiple violent incidents in the region, including a triple homicide in Kulob (~40km from Muminabad).
