Executive Summary

Severe weather is currently the primary operational threat to NGO activities in Khatlon Province. On April 30, Asia-Plus reported that heavy rain and hail caused significant flooding and mudslides in Dushanbe and surrounding regions, which will likely impact the Muminabad-Kulob corridor. Staff should suspend non-essential travel during heavy downpours. Additionally, a magnitude 5.1 earthquake struck near Khorugh on April 27, approximately 129 km from the Muminabad operating area, requiring structural assessments of vulnerable mud-brick facilities. Regionally, the geopolitical environment has temporarily stabilized. On April 22, Avesta reported that the US extended its ceasefire with Iran, which subsequently allowed the resumption of commercial flights between Dushanbe and Mashhad, easing pressure on regional airspace and evacuation routes. Furthermore, the European Union lifted sanctions on three major Tajik banks (Spitamen Bank, Dushanbe City Bank, and Commerzbank), which will facilitate smoother financial operations for international organizations. Government surveillance and strict religious enforcement remain pervasive. On April 30, Radio Ozodi reported that a resident of Vahdat was sentenced to 13 years in prison for sending money to an opposition website, highlighting the severe risks associated with unapproved financial transactions or communications. NGO staff must maintain strict compliance with registration laws and avoid any activities that could be construed as unregistered religious or political engagement.
