Executive Summary

Severe weather and mudslide risks remain the most critical operational threat to NGO activities in Khatlon Province. On May 18, the Ministry of Transport ordered all road maintenance crews to transition to a 24/7 operational footing due to forecasted heavy rains and mudslides from May 18-20. This poses an immediate threat of closure to the Muminabad-Kulob evacuation corridor (~40 km from operating area). Staff must prepare for potential isolation and suspend non-essential travel during this window. Religious persecution continues to pose a severe risk to foreign NGO and missionary personnel. On May 15, Asia-Plus reported that a 21-year-old in Isfara (~400 km from operating area) was fined 7,020 TJS for conducting unauthorized religious teaching online, following a similar fine for a student distributing religious literature in Shahritus. This enforcement pattern applies to ALL non-state-sanctioned religious expression, including Christian worship. Personnel must strictly avoid distributing unregistered religious materials. Regional tensions involving the US and Iran continue to dominate high-level diplomacy, impacting the broader security environment. During his state visit to Beijing on May 12, President Rahmon discussed the dangerous situation around Iran with Chinese President Xi Jinping. Meanwhile, on May 11, US President Trump rejected an Iranian peace proposal, maintaining high regional friction.
