Executive Summary

No new intelligence has emerged since the prior report. All assessments below are carried forward from the prior report dated 2026-03-14. On March 14, three teachers were kidnapped by armed bandits in Adamaoua for a 45 million FCFA ransom per. In the Southwest, an [unverified] reported lockdown declaration in Buea (first reported March 11) continues to paralyze transit per, while on March 13, military forces rescued 31 hostages in Ndian Division per. On March 13, ONCC cocoa FOB prices held at 1,773 FCFA/kg, maintaining a severe inversion where robusta coffee trades at a 237 FCFA/kg premium over cocoa per. The convergence of the Buea lockdown, impassable roads, and extreme humidity (>90% across the southern belt) creates a perfect storm for supply chain failure, compounding the risk of cross-border smuggling to Nigeria where buyers reportedly offer up to 2,500 FCFA/kg per.
