Executive Summary

The security environment in Khatlon Province remains ELEVATED due to severe weather hazards and regional geopolitical instability. On March 12, the Ministry of Transport issued severe mudflow and avalanche warnings for mountainous regions, directly threatening the Muminabad-Kulob road corridor.
