The security environment for American NGO operations in Khatlon Province remains highly volatile. On March 19, Asia-Plus reported that the US-Iran conflict has entered its 20th day, featuring regional strikes on oil facilities and a blockade of the Strait of Hormuz. This conflict is actively depreciating the Tajik Somoni and threatens commercial airspace out of Dushanbe, which is the primary evacuation hub for NGO staff. Locally, severe weather and government crackdowns pose immediate operational risks. With 24.1mm of rain recorded in Muminabad today, the Muminabad-Kulob road faces a high risk of mudslides. On March 12, the Ministry of Transport issued severe mudflow warnings for mountainous regions. Concurrently, the government's closure of the Aga Khan University's continuing education facilities on March 16, signals a severe escalation in the crackdown on internationally funded organizations. Kinetic violence near the border also remains a concern. On March 16, Asia-Plus reported that a 54-year-old Tajik doctor was stabbed to death by unknown gunmen in Imam Sahib, Afghanistan, located approximately 60 km from the Muminabad operating area. NGO staff should suspend non-essential travel on the Muminabad-Kulob road, ensure all registration documents are flawless, and monitor Dushanbe airport status closely.
