This closure signals a severe crackdown on internationally funded organizations and elevates the risk of spontaneous inspections or registration revocations for American NGOs. Concurrently, border security remains highly volatile. A 54-year-old Tajik doctor was stabbed to death by unknown gunmen in her home in the Imam Sahib district of Afghanistan, located just 40km across the border from the Muminabad operating area. Regional stability is rapidly degrading due to the escalating US-Israel-Iran conflict. Iranian state media confirmed the deaths of senior officials, including Intelligence Minister Esmail Khatib and Security Council Secretary Ali Larijani, in Israeli strikes. Iran has retaliated by striking US refueling planes in Saudi Arabia. This conflict threatens to close regional airspace and disrupt commercial aviation out of Dushanbe, which is the primary evacuation hub for NGO staff. Domestically, religious persecution continues with the arrest of a Khatlon resident over his beard, justified by authorities under pornography charges. Furthermore, heavy spring rains have triggered mudslide warnings along the Muminabad-Kulob corridor. Field teams must strictly adhere to daylight-only travel, utilize a two-vehicle profile, and ensure all expatriate staff have valid exit visas ready for immediate use.
