The security environment in Khatlon Province remains HIGH. The primary operational threat to NGO staff is severe weather. On April 16, Avesta reported that heavy rains, dust storms, and mudslide risks will impact Khatlon Province through April 18. Staff should suspend non-essential travel on the Muminabad-Kulob road until conditions improve. Regional instability from the US-Iran conflict continues to impact Tajikistan. On April 16, Avesta reported that Russia evacuated 27 Tajik citizens from the Bushehr nuclear plant in Iran amid the escalating conflict. Furthermore, RFE/RL reported on April 14 that the conflict is causing severe logistical delays and rising costs across Central Asia. Government surveillance and regulatory pressures are increasing. On April 14, Asia-Plus reported the introduction of a new ecological tax on fuel imports, which will likely increase operational costs for NGOs. Additionally, state control over religion remains tight, with imams in Tursunzoda ordered to recruit youth for military service. This enforcement pattern applies to ALL non-state-sanctioned religious expression, including Christian worship.
