Severe weather and natural disasters present a CRITICAL threat to NGO operations this period. On May 1 and 2, Asia-Plus and Radio Ozodi reported that heavy rains triggered massive flooding and mudslides in Kulob, approximately 40 km from the Muminabad operating area. The disaster has killed at least three people, hospitalized five, damaged over 850 homes, and forced the evacuation of 450 vulnerable residents. This severely compromises the Muminabad-Kulob-Dushanbe road, which serves as the primary evacuation corridor for American staff. Staff must suspend all non-essential movement until the route is cleared and assessed for structural integrity. In addition to the weather crisis, seismic activity remains a concern. On April 27, the USGS reported a magnitude 5.1 earthquake 26 km southwest of Khorugh, approximately 129 km from Muminabad. While no immediate damage w, the vulnerability of local mud-brick construction requires ongoing vigilance. Regionally, the geopolitical environment shows mixed signals. On April 24, Khovar reported that the EU lifted sanctions on three major Tajik banks, which will ease NGO financial logistics. However, the US-Iran conflict continues to impact the region, with Asia-Plus reporting on April 27 that trade between Tajikistan and Iran has dropped by 10 percent. Government surveillance and strict legal enforcement remain a high risk for foreign workers. On April 30, Radio Ozodi reported that a resident of Vahdat was sentenced to 13 years in a maximum-security prison simply for sending money to an unapproved opposition website. This highlights the extreme risks associated with any unregistered financial, political, or religious activity. NGO staff must maintain strict compliance with all Tajik registration laws and avoid any actions that could be misinterpreted by the State Committee for National Security
