A Kidnapping, a War, a Bombing, and a Riot

We had the privilege of living in Tbilisi, Republic of Georgia. A beautiful country, one hour from Russian-occupied territory.

I was on a guided business trip to meet a farmer outside the city. At some point I noticed tall razor-wire fencing less than a mile from where we were standing. We had been driven to within a mile of Russian troops. A team of Americans, casually meeting a farmer. Weeks earlier, a local man had been kidnapped by those same troops in that same area. It barely made the local news. I had no idea until much later. I could have become the international story.

Months after that, my family drove southeast to visit a monastery near the border of Armenia and Azerbaijan. What we did not know was that war between the two countries had just broken out. We were within an hour of an active conflict zone. The news was in Georgian, Armenian, and Azerbaijani. It made international headlines eventually, but not before I had driven my family toward a war zone with no way of knowing.

Then one morning I met new team members at the airport and helped them get settled. I took the metro back to my apartment. When I came up at my stop on Rustaveli Avenue, my eyes started watering from tear gas. There was an overturned police car on fire. Another flying down the main street. Hundreds of thousands of people had been protesting through the night. I walked straight into it, because I did not know.

Later, a close friend told me about a family living near a border region that had been bombed by ISIS. Twelve miles away. They were running a small business in a remote area, and the news only picked it up a week later. He asked me if I could build something to keep them safe.

Something I wished I had.

Something that gathers all of the local news and intelligence, from every source, in every language, and puts it in one place that can be read and understood.

So I built Region Alert.

Region Alert is the convergence of thirty years of research, systems engineering, and international business operations.

Cultural Studies International — Tbilisi, Georgia (2023–2025)

Member, Owner, and Vice President. Established the LLC, the business framework, and US customer contracts. Built an education and training center serving international clients. This is where I learned firsthand how language, business culture, and ground reality intersect — and how often the “official” story is delayed, translated incorrectly, or simply missing.

Maximus Inc. — Senior Systems Engineer, Technical Project Manager (2001–2002)

Managed approximately $30M in concurrent state-level Medicaid billing system projects, directly resulting in over $3M ARR. The work taught me what attention to detail looks like at scale: in one engagement, methodical billing-data review surfaced a multi-million-dollar oversight that had previously gone unnoticed for years. That same pattern-recognition discipline drives Region Alert’s daily intelligence synthesis.

Utica Systems Inc. — Founder, President, and CEO (2000–present)

Pure research and analytics, plus systems engineering, serving title and abstract research clients across New York. Twenty-five-plus years of operating a research-discipline business gave me the workflow rigor that Region Alert is built on: source verification, audit trails, and signal-over-noise filtering before anything reaches a customer.

Utica Mutual Insurance Group — Senior Web Developer (1996–2001)

Five years inside a major insurance carrier built my understanding of how risk industries actually consume intelligence: what they need to act, what they archive for compliance, and what gets ignored. Insurance is fundamentally an information-asymmetry business. So is regional security.
