On May 21, a Tbilisi court sentenced Levan Khabeishvili, leader of the United National Movement, to 2.5 years in prison on charges of 'sabotage' and coup incitement. On the same day, the state media regulator fined opposition-leaning Formula TV 2,500 GEL under new content-regulating laws. Furthermore, on May 18, the Interior Ministry announced the creation of a special unit to monitor 'hate speech' in public spaces, raising severe censorship concerns among NGOs. Security incidents and regional tensions require ongoing monitoring. On May 20, a man was arrested after driving his car into the gates of the Patriarchate in downtown Tbilisi. On May 19, the State Security Service arrested three Georgian citizens in the Pankisi Gorge for alleged ties to the Islamic State. Regionally, a de facto court in occupied Abkhazia sentenced Georgian citizen Giorgi Tsatava to one year in a penal colony on May 19 for 'illegally crossing the state border'. For the Samgori school and international students, the convergence of national holidays, planned protests, and severe weather creates a complex operational environment. As expected in the prior report, severe traffic gridlock will affect central Tbilisi from May 24-27 due to Independence Day road closures and planned opposition rallies on Rustaveli Avenue. Heavy rain (33.7mm forecast) will exacerbate these travel conditions. Logistically, the Tbilisi-Baku passenger train is confirmed to resume on May 26, providing a stable regional travel alternative.
