Executive Summary

The security environment in Khatlon Province remains HIGH. Heavy rains are causing severe mudslide risks along the Muminabad-Kulob corridor, prompting a road caution advisory for NGO staff. Border tensions remain lethal; on April 17, Tajik border guards killed two Afghan drug smugglers during a nighttime clash in the Farkhor district, approximately 80 km from the Muminabad operating area. Regional spillover from the US-Iran conflict continues to impact logistics and security. Following the US naval blockade, Russia evacuated 632 people from Iran, including 27 Tajik citizens working at the Bushehr nuclear plant. A temporary ceasefire was extended by the US on April 22, allowing commercial flights between Mashhad and Dushanbe to resume. However, fuel prices may rise domestically due to a new ecological tax of 30 euros, religious surveillance remains strict. A 21-year-old was recently fined 7,020 TJS for conducting unauthorized religious teaching online in Isfara. Furthermore, Russian border guards have officially begun inspecting the phones and laptops of Tajik migrants, signaling heightened regional surveillance. This enforcement pattern applies to ALL non-state-sanctioned religious expression, including Christian worship.
