Tajikistan Intel: Afghan Border & NGO Zones

The security environment in Khatlon Province remains HIGH. On April 17, Tajik security forces killed two Afghan drug smugglers during a kinetic border clash in the Farkhor district, approximately 80 km from the Muminabad operating area. This underscores the persistent militant and trafficking threats along the Afghan border. Additionally, severe weather poses an immediate operational threat; heavy rains have already caused a fatal mudslide in Penjikent on April 11, and forecasted precipitation in Muminabad (34.3mm) elevates the risk of localized flooding and road closures along the Muminabad-Kulob corridor. Regional instability from the US-Iran conflict continues to severely impact Central Asia. Following the failure of US-Iran negotiations in Islamabad, the US officially initiated a naval blockade of Iran's southern ports, prompting Iran to threaten commercial shipping. Consequently, Russia evacuated 27 Tajik citizens working at the Bushehr nuclear plant. Domestically, a new ecological tax of 30 euros, including Christian worship. Furthermore, Russian border guards have begun inspecting the phones and laptops of Tajik migrants, signaling heightened regional surveillance.
