Religious persecution remains the most critical direct threat to foreign NGO and missionary operations in Khatlon Province. On June 9, regional media reported that an 18-year-old in Jomi district (~100 km from Muminabad) was sentenced to seven years in prison for alleged Salafi ties. This aggressive enforcement of state-sanctioned religion poses a severe guilt-by-association risk for all unregistered religious activities, including Christian worship. Regional security dynamics are strained by militant threats and geopolitical posturing. On June 11, Khovar reported that CSTO foreign ministers met in Dushanbe to address the strengthening of the Tajik-Afghan border, driven by concerns over 25 armed militant groups operating in northern Afghanistan.
